In 1966, Congress enacted the Bail Reform Act of 1966, which expanded the bail legal rights of federal prison defendants by providing non-capital defendants a statutory right being unveiled pending trial, on their own personalized recognizance or on personal bond, unless a judicial officer decided that these incentives would not sufficiently guaran
